Scope of Work:
To meet current and projected workload requirements, the United States Department of Agriculture (USDA) must source the necessary skills and expertise to provide programmatic support across the mission areas of the USDA, in support of meeting critical strategic goals, program objectives, and program deliverables. Support may include a variety of disciplines, such as project management, program management, portfolio management, technical, financial, and administrative functions. The Master Programmatic Services (MPS) Contractor, hereafter referred to as the Contractor, shall be available to perform all the activities and tasks described herein.
The Performance Work Statement (PWS) of the Blanket Purchase Agreement (BPA) outlines the general requirements under the MPS. Specific requirements will be defined in individual BPA Call Orders. The projected Contractor Manpower Equivalent (CME) requirements will be determined by the individual Call Orders. The Contractor is responsible for ensuring a broad range of expertise is available to support assigned tasks within mission responsibilities. The primary work scope is to provide program support for actions executed by or on behalf of the USDA. This scope includes professional and technical support, management, and non-technical support services throughout the entire program life cycle. The MPS scope does not include “inherently governmental functions”, nor does it permit or include “Personal Services” as defined by the Federal Acquisition Regulation (FAR) 2.101.
