Scope of Work:
3.1 The primary objective of this requirement is to provide scientific, technical, administrative, and logistical support to the operations in one or more of the functional categories to meet the mission needs of AFMES and to successfully accomplish research work assigned to AFMES and its subordinate sections.
3.2. The Government shall exercise setting priority of daily, weekly, monthly operations and tasks IAW this PWS. At no time will CSPs, associated with this contract, discuss AFMES operations of any sort with other CSPs on contract with same vendor or subcontractors servicing other government or civilian contracts.
3.3. The Government shall not exercise any control over the CSPs (includes Subcontractor personnel) performing the services herein in regard to discipline, hiring, or firing. Such CSPs, shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
3.4. The Contractor shall provide the professional, scientific, technical expertise, and administrative and logistical support to AFMES and its subordinate divisions as specified below. The Contractor shall furnish the necessary personnel and services required to satisfy the necessary level of capability with no degradation to mission and/or accreditation. At no time will the CSPs, hold positions of decision-making responsibilities that would affect the organization as a whole.
3.5. The Contractor shall support all AFMES, FPI, DoD DNA Operations and DFT ongoing collaborative agreements with universities, federal agencies, and DoD entities including, but not limited to, MOAs, MOUs and IAAs.
3.6. Work associated with this PWS may require travel for mission support, meetings, industry conferences and seminars as directed by the government.
3.7 In the event that a subcontractor is utilized for a part of this contract, both the Contractor and Subcontractor will be responsible for developing a management platform that allows the program manager to be the single POC for the government and effectively and efficiently manage operations for all Contractor Personnel’s daily, weekly and monthly to include (at a minimum) exempt employees that are required to stay longer than eight (8) hours to meet current mission requirements, or to finish work that cannot be stopped for the day.
